Superintendent Characteristics
The Board of Trustees of the Reed Union School District, a nationally recognized, top ranked, highly successful K-8 district with a growing enrollment of 1,250 students on three campuses, located 15 minutes north of San Francisco, California, is seeking an exceptional superintendent who will lead the District in maintaining and enhancing:
- a District legacy for outstanding and innovative academic and enrichment programs to meet the needs of all students
- a collaborative working relationship with highly educated, professional and dedicated teachers, staff, administrators, Board of Education, parents and community members
- a successful tradition of high expectations
- an extremely strong relationship and partnership with parents and the community
- a commitment to the District's community based strategic planning process
The successful superintendent candidate should be able to:
- lead instructional improvement and innovation
- continue a strong, collaborative leadership team
- be an effective listener and communicator
- relate well to highly engaged parents and community members
- demonstrate current knowledge in all aspects of a K-8 district
- lead non-adversarial collective bargaining
- demonstrate substantial fiscal and budgetary leadership and political expertise.
As the superintendent of the Reed Union School District, the candidate will be expected to:
- value the effective use of technology to support student learning
- work effectively with students, staff, administrators, parents, and community members
- maintain the District's outstanding facilities
This experienced educator should be intelligent, supportive, accessible, inspiring, innovative, have a sense of humor, and lead with integrity. The candidate should be willing to make a strong commitment (longevity) to the District and community and possess a passion for the position.

Executive Summary
This report summarizes the findings of the Leadership Profile Assessment conducted by Hazard, Young, Attea & Associates, Ltd. (HYA) for the Board of Trustees of the Reed Union School District. The data contained in this report represents input from 92 individuals who participated in interviews and/or completed Leadership Profile Assessment forms. The consultants met with stakeholders identified by the Board in individual interviews or focus group settings on January 14 and 22, 2010. The questionnaire, interviews, and focus groups were structured to gather data to assist the Board in determining the primary characteristics it might seek in its next superintendent of schools. Through this process, the consultants identified the personal and professional characteristics desired in the superintendent, as well as the skills necessary to maintain what the respondents valued, to address current and emerging challenges which the District may be facing.
There were many District strengths enumerated by the respondents. Reed is seen as an extremely supportive community which places a high value on education and where there are high expectations for everyone. The vast majority of students are college bound. The Board, administration, faculty, and staff are viewed as exceptional - professional, dedicated, and caring. There is strong, effective leadership. Teachers are seen as a key asset. The academic and enrichment programs are challenging and students perform at a high level. The Reed Union School District is forward thinking and is known for its commitment to innovation. The District's Strategic Plan guides program development. Small class size is very much appreciated. The District is strong financially, with Basic Aid, parcel tax, bond, Foundation, and PTA support. Parents and community members provide substantial funds and volunteer time to ensure that resources for learning are available. There is a strong commitment to technology. There is great pride in the facilities.
As with any district, a number of challenges were mentioned. The most pronounced challenge is how to maintain all that is exceptional about the Reed Union School District during the State financial crisis. There is concern regarding Basic Aid, the State budget, decreased revenue, increased enrollment, and changing demographics, as well as the impact of decreased funding on maintaining programs and personnel, class size, teacher morale, and facilities, including Granada School. There is uncertainty about the hiring of a new superintendent and the recent election of three new Board members. The desire for increased communication (internally and externally) was mentioned by a number of respondents.
The Reed Union School District community is looking for an experienced educational leader who will address these challenges in a competent, caring way. The new superintendent must have the ability to communicate clearly and work effectively with highly-educated, professional, dedicated teachers, administrators, parents, community members, and Board members. The superintendent is responsible for all aspects of a K-8 education and must be an instructional leader with a strong background in student learning, curriculum, and instruction. It is important to be accessible, supportive, collaborative, inspiring, innovative, decisive, visible, and an effective communicator. Skillfully balancing the needs of students, staff, parents, and community is paramount. There is a strong expectation that this person will listen and work collaboratively and be supportive of non-adversarial collective bargaining. There is a desire that the new superintendent will have a vision that includes valuing the District Strategic Plan and successful programs in the District, such as technology. It is expected that the new superintendent will respect the unique culture of the Reed District and will be actively involved in the schools and community for many years.
The challenge that the Board and HYA have is to find that uniquely qualified individual who can build upon the District's proud heritage and successfully address the challenges that the Reed Union School District currently faces and those it will face in the future.

RE: Community Open Forum, January 14, 2010
Dear Parents, Staff, and Residents of the Reed Union School District:
As you are aware, the Board has initiated its search for a new superintendent. To counsel us through this important process, we have retained the services of Hazard, Young, Attea & Associates Ltd. (HYA), a consultant firm that specializes in assisting school boards with the identification and selection of superintendents. Dr. Bill Levinson and Dr. Gail Uilkema, retired Bay Area superintendents, are the HYA consultants working with our Board.
An important step in this process is to identify the characteristics we will be looking for in our new superintendent. We invite you to participate in the identification of these characteristics by attending an Open Forum and/or completing the Leadership Profile Assessment form.
The Open Forum, which will be facilitated by both HYA consultants, will be held on Thursday, January 14 at 7:00 PM in the District Staff Development Center at Bel Aire Elementary School in Tiburon.
Please bring your completed Leadership Profile Assessment form to the Forum. If you are unable to attend the Forum, please bring or mail your form to the Superintendent's Office at 277 A Karen Way, Tiburon (on the Bel Aire School campus). You may also fax the form to the District Office at (415) 389-0890, email it to emayer@reedschools.org, or fax it directly to HYA at the number listed at the bottom of the form. All forms must be received by 4:00 PM on January 22, 2010.

Superintendent Search is Under Way
The Board has hired Hazard, Young, Attea & Associates, Ltd. (HYA) to conduct the search for the next Superintendent for the Reed Union School District. HYA is the nation's largest executive search firm, serving public school districts since 1987. Both of the HYA associates conducting this search, Dr. Bill Levinson and Dr. Gail Uilkema, have previously worked in the Reed District. Dr. Levinson was both a principal and superintendent of the Reed District in the early 1980's and he subsequently became the Superintendent of the Tamalpais Union High School District. Dr. Gail Uilkema is a former Principal and Assistant Superintendent in the Reed District, and served as Superintendent in Piedmont.
The Board will meet with the Dr. Levinson and Dr. Uilkema early in January to formalize the search timeline. This timeline development will include establishing dates for meetings with parents, staff, and the larger community for input on characteristics, traits, and skills the members of these groups hope to find in the next superintendent. The goal is to have the hiring completed by spring so there is time for a smooth transition between Ms. Carter and the next superintendent.
